Abstract
Mission of the research program is to create new basic knowledge and to perform top level internationally recognised research in the area of economics. Program is oriented to all those research areas which are important for societal, economic, social, and sustainable development of the Republic of Slovenia. Exceptionally important part of its mission is also the use of the fundamental knowledge and advanced scientific methods in applied and development projects, in the education and training of young researchers, as well as in the pedagogic process at the universities.
As we would like to follow the stated mission and at the same time also the aims of the new evelopment strategy of Slovenia 2014-2020, research program will be directed to: 1) the analysis of economic, social and environmental development factors, as well as to intergenerational and spatial dimensions of the sustainable development, and 2) investigation, development and use of the adequate methodologies and tools.
1) In the framework of the economic development factors we will be concerned with the study of the present state and measures for the improvement of competitive strength and innovativeness of Slovenian economy as well as with preparation of simulations of the particular measures and analyses of the effects of current economic policies.
In the framework of the social development factors and inter-generational dimensions of the sustainable development research activities will be focused primarily on the following areas: economics of education, health economics, social security, family and demographic policies, sustainability and the effects of necessary reforms of the pension, health care and long term care systems.
The starting point in the area of sustainable development and environmental economics will be the sources of imbalance and causes of barriers to social development of Slovenia, which with their effects limit the improvement of all aspects of the quality of life in Slovenia.
2) Within the framework of research work on investigation and development of adequate methodologies and tools we will continue with the work on the maintenance and further development of the dynamic modeling platform in the fields of demography, taxes and social contributions, social transfers, health, long term care and pensions, develop the model of health care system, adapt basic EUnetHTA model, develop new methods for the measurement of aggregate productivity, continue with the study of the discovered Pass-on-Trade phenomenon and deepen scientific-research work on trade, innovations and inclusion in the global value chains.
Scientific research work already done shows the originality of the used methods and wide international repercussions as well as actual impact of the prepared studies on the activities of particular ministries. Research work is also reflected in the intensive transfer of the acquired theoretical and practical findings into the educational process within several Slovenian universities.
Significance for science
Research work will contribute to scientific methods and findings through the use of the theories and developed methodologies within the specific context of a small open economy. Theoretical, methodological, applicative and development research of Slovenian economy, comparable with the similar research in the world could provide the basis for:
- development of newer economic theories and methodologies (development of new methods of measurement of aggregate productivity, theoretical contributions will prove new theorems regarding behavior of households, government and firms in different contexts, development of the methodology for measurement of the effects of the design services; development of the health system model; research of Pass-on Trade phenomenon; contribution to the development of conceptual models for understanding the effects of environmental policies, measures and practices
- inclusion of the theoretical findings in the empirical research (Rich individual-level data set enables us to estimate the impact of student employment more accurately. Furthermore, matching methods will be applied to such data for the first time; analysis of the effects the financial system has on the economy through the business cycle; analysis of the causes for the high indebtedness of Slovenian corporate sector and the financial constraints for the corporate investments and economic recovery; research of the impact of changes of policy changes on macroeconomic aggregates and partial economic categories at the national level, at the level of the payer of health care programs as well as at the level of individual taxpayer; contribution to quantitative additional evidence on the impact of environmental policies on macroeconomic aggregates and partial economic categories) and in the development of the appropriate models (development of the health system model with the use of multi-method dynamic modeling; further development of the microsimulation models).
- development of the theory of the internationalization of the enterprises - empirical research on dynamic causal link between innovation, internationalization and productivity growth is receiving an increased attention recently. In this field, our program group is one of the frontrunners in the European and global scientific community (research of Pass-on Trade phenomenon; research of the impact of (qualitative and quantitative) import dynamics and its structure on the employment and innovation dynamics; comparative analysis of the impact of integration into global value chains on productivity, employment and exports growth, on innovation activity and technological restructuring of new EU member states' economies).
Significance for the country
Proposed research program is inherently integrated in the economic and social development of the Republic of Slovenia. With the research work we follow shift in the development policy of Slovenia integrated within the new Strategy of Economic Development and thus contribute to: improvement of international competitiveness of the Slovene economy, further promotion of technological, scientific-research and innovation policy, improvement of the corporate governance practices and development strategies of firms, upgrading of human capital, higher quality of monitoring and forecasting development of education/lifelong learning, providing for a scientific and analytical basis for the formulation of social protection, family and population policies and placement of Slovenia in the European space, analysis of economic as well as intra and intergenerational redistributive effects of alternative possible strategies of financing the system of social security, health and long term care, better use of resources intended for the health care sector and better decisions of the payers for the provision of solidarity, effective and financially sustainable health care system, better use of natural resources, decisions of local communities on conservation and protection of natural and cultural heritage, sustainable development of different areas and industries, the development of landscape evaluation practice and practice of expressing and assessing preferences about complex environmental goods by citizens, promotion of the country through the implementation of economically viable investments into protection of natural and cultural heritage, enhancing the quality of development documents, which are presented to responsible directorates of the EU, preparation of analytical foundations for the policy makers in their decision-making and for leading consistent economic policies in the framework of the EU.
Research contents are therefore centered on investigation of economic, social and environmental development factors as well as intergenerational and spatial dimensions of sustainable development, searching for their deficiencies and with this providing professional bases for definition of mechanisms for realisation of the new strategy of development of Slovenia within EU. Contents, treated by researchers, are directly useful for the activities of different ministries and offices which, with execution of the accepted economic and social reforms for increasing the competitiveness of Slovene economy are taking care for actual operationalisation of the Strategy of development.
Research program of the IER is conceptually directed to the transmission of theoretical findings and methodologies in the preparation of analytical background for dealing with numerous economic and social needs. Researchers are in this way directly included in applied and development projects which aim at analysing the state of affairs in individual areas, suggestions for changes and assessment of the consequences of suggested changes or reforms – tax system, social transfers system, pensions system, health and long term care system, demographic trends, sustainability of public finance, human and social capital, economics of education, environmental economy, sustainable development, TGP emissions, planning and implementation of development programs, directions of spatial development, regional policy, innovations, technology and R&D policy, competitiveness, factors of productivity of firms, absorption capacities of the firms, liberalisation of foreign trade, economic integrations, and so on.
