Abstract
Proposed research program is divided in three thematically different parts: A) Development of contemporary concepts of architecture and urban design in relation to the specific of Slovene architecture and protection of architectural and cultural heritage, B) Research related to design, technology and detailing of sustainable low-energy houses and C) Research related to dialog methods and education in sustainable spatial development in architecture and urbanism. The first part develops architectural and urban design theory within the context of Slovene architectural space and develops a critical, protective, yet creative relation to natural and cultural heritage. The second part researches the problematic of design of low energy houses which are more and more common in everyday practice, while their usage tends to be prescribed also by low in further years. It tries to answer the question how the technical demands for increased energy efficiency might affect the safety of the object, from structural details to the building structure as a whole. It further tries to specify how the connections of different structural elements at different elevation levels and contact surfaces should be made in order not to interfere the stability, durability and sustainability of the building. The third part is dedicated to educational aspects in architecture and urban design, development of negotiation methods in urban design, interdisciplinary and inter-generation communications and lifelong learning on the process of urban design. Its organisational, spatial and technological support, developed in the programme proposed, represents a platform for lifelong learning of all actors involved in architecture and urban design.
Significance for science
The global significance of the programme results derives from the specific potential of the Slovene region to offer a research model within the period of economic crisis, methodological background and both basic and applicative solutions of extremely complex and sensitive, even fragile intertwinement of protection, planning and development of living environment. The period of economic crisis is seen as an opportunity and a challenge for innovation of rationalization related to use of space, material and energy, enhancing the living conform at the same time. The potential derives also from bridging the gap between eastern and western European scientific experience, based on the wide range of the programme contents.   The complementary nature and intertwinement within the international context is expressed in both obligatory interdisciplinary work and the starting points of the thematic focuses. The planned thematic focuses comprise the pattern of the most actual problems deriving from the endeavours oriented towards the highest quality level of sustainable planning and design of living environment.     The direct linkages especially with the European research centres indicate the actual connections with simultaneously addressed problems in other cultural contexts. Some of the projects represent the continuity but also new beginnings of this kind of actual international research projects. The wide variety of collaboration within the EU research and educational programmes (from didactic developments within LLP, specific applicative research – earthquake architecture and building legislation; to theoretical planning models – reurbanisation of urban centres) shows that the programme group is very successful in the achievements of the research complementary nature mentioned above: some of the researchers has already taken the coordination role at the European level.
Significance for the country
In Slovenia, the research programme is important: - for the establishment, development and transfer of connections aiming at sustainable development of living space according to European and world criteria in Slovenia and for the transfer of Slovene experiences to other regions, - for the development of an interdisciplinary system of research and planning of man-made living space, - for the education of specialists and researchers, - for sample processing of the most pressing problems of sustainable development.   DIRECT IMPORTANCE: ECONOMY AND SOCIETY RP represents basic and applicative research background of the legislative system and regulation in specific regions. INDUSTRY/ES: Basic and development research for architectural, urban design and design professions leads to the development of new building technologies. SOCIAL INFRASTRUCTURE, PUBLIC ADMINISTRATION RP offers the research results, directly applicable within the process of development of social and administrative system of spatial planning and architectural design. CULTURAL DEVELOPMENT The notion of architecture as culture leads to the evaluation of the programme results as essential for cultural development. HERITAGE PROTECTION Basic research of the wholeness of settlement and architectural heritage of the Slovene regions, the identity of so-called ‘architectural landscapes’, is transferred through the active and continuous collaboration with the state, regional and local level administration and communities, the Institute for the Protection of Cultural heritage of Slovenia an its regional units, design teams or individuals, individual financers and users of the research.   INDIRECT IMPORTANCE: PROMOTION OF THE COUNTRY The architecture of excellent quality is one of essential promoters of the whole country. ACCESS TO FOREIGN KNOW-HOW Access is enabled through the networking both disciplinary and multidisciplinary. (EAAE; ENHSA; UIA; ECAADE; IAPS…) INCLUSION IN INTERNATIONAL DIVISION OF LABOUR The qualification’s directive enables free market in architecture: 'Architectural design, the quality of buildings, their harmonious incorporation into their surroundings, respect for natural and urban landscapes and for the public and private heritage are a matter of PUBLIC INTEREST’ (from preamble 27, Directive 2005/36/ES; p. 25). As the central national educational institution, which educates at ALL LEVELS of architectural education, the Faculty of Architecture in Ljubljana needs to build the scientific-research with RP as its educational core. DEVELOPMENT OF PRACTICE All the basic, applicative and development research in architecture and related fields is, in essence, development oriented, due to the nature of the research area. Architectural practice represents the balance between the building technology and the art of creation. The RP represents the opportunity for critical reflection of practice, oriented towards the most integral possible level of planning and design creativity.
