Abstract
Applicative project entitled: ''''Planning pedagogical.personnel under process of social change” is a continuation of the research in the field of educational personnel planning. It represents a methodological deepening and synthesis of research, that has been started in 1980. In its framework seven research projects, one master’s of science work and a doctoral dissertation had been finished. Technological progress and social changes have a strong impact on the educational personnel’s qualification, regarding demands of the job. An accelerated renewal of educational programs and teaching processes, along with assuming different roles within the education, however, requests a proper qualification of teachers. Therefore, an optimum bases for the follow up, decision-making and planning of the educational personnel must be modelled. To supply enough teachers to implement the educational processes, important components should be included in the educational personnel planning. On the ground of the contents for educating the personnel , and taking into account the objective and subjective factors, the following aspects, which determine the personnel, were included: pedagogical, legal, normative and demographic . The meaning and contents of the pedagogic aspect is based on the empirical analysis of personnel structure of teachers employed. The legal aspect respects the legislation and executive acts. Contents of the normative component (empirical data is not included here) encompasses the norms expressed in the total number of teaching hours for learning certain groups of subjects in all branches of ( the secondary) schools, and in the total number of students in schools. The demographic aspect within the theoretical frame includes the demographic features of teachers (e.g. empirical data such as: age, sex, years for retirement) and students. In the phase of implementation the dynamics of components must be taken into account. The empirical data make possible to determine a projection of the number of needed teachers for the short term and later also for the mid – term period. Survey of the planning, however, revealed a series of limitations which must be observed. It also concerns revision of procedures in planning of teachers and correction of some accepted methods.
