Law is a cultural historic as well as a legal and civilisational phenomenon. As modern law it is liable to the values that are a part of our existing world (basic human rights, legal state, democracy), as positive law it is active at a certain time in a certain place, which both have to express it appropriately, while as state (national) law it is also a part of the narrower or broader international community. The inclusion into the European legal environment and the European Union legislation is of special importance for Slovenia. The members of the research team dealt with the basic issues of law and comparative law (especially in the constitutional law, civil economic and labour law fields), they actively contributed to the harmonisation of the Slovene legal regulations with the European Union legislation, they lectured on issues of comparative law at graduate and postgraduate studies and they also constantly gave expert legal advice as regards legal issues that are connected with foreign legal regulations. During the years 1999-2003 the head of the programme published thirteen monographs in the collection Pravna obzorja (Legal horizons). The most important works for comparative law and legal culture are The Introduction to Large Legal Systems (editors-in-chief David and Grassman), The European Union Law (Grilc in co-operation with T. Ilešič) and Philosophy of Law (Radbruch). For the work Law Theory the editor-in-chief was awarded the Zois award for excellent achievements in the field of science (2001). A unique synthesis of the research programme was also the well received international conference Slovene Law and Economy at the Slovene Accession into EU. The conference took place in April 2004 and was amongst others based on the research results of the programme team. Most of the programme team members actively co-operated at the conference. Members of the programme team presented papers at numerous international conferences. The fruit of the programme team is also the new international magazine Slovenian Law Review, which is just about to be published. The magazine has a broadly set editorial board, which includes a number of eminent foreign experts. The programme team members also co-operated at the international study 'Fundamental Rights in Europe and North America'. This project took place in co-operation with the Faculty of Law in Osnabrueck and the research report is being published in stages (in individual countries) by the eminent publishing house Kluwer. The head of the programme visited the University in Seattle (USA) as an invited researcher. Together with PhD Louis E. Wolcher they published a comprehensive paper entitled 'A Dialogue on Legal Theory Between a European Legal Philosopher and His American Friend' (Texas International Law Journal, 35 (2000), pp. 335-386). It should also be mentioned that the head of the project was invited to co-operate at the Marie Curie Research Training Network 'Rationality and Legal Decision', which will take place in the forthcoming years. In this project the head of the programme will co-operate with a five member research group. Statistical data is the following: A.
