The reductionistic world in which prevails the disassembling of things into smaller parts requires a more comprehensive view of things. A surplus that automatically appears from an entirety is described in this work with a new administrative-legal-organizational principle of synomy. This work describes a new collective decision-making model (the involvement of a larger number of people); it follows from the assumption that a collective decision-making model can give us a better insight into general decision-making. Based on the effect of the exponential function, self-organization, the search for patterns from large numbers of information (independent opinions of individuals), the work tries to come close to a differently-designed principle of equality (equity), as a hierarchical decision-making model allows. It presents a practical model of people's decision making, which could enable the establishment of a fundamental human right of citizens' participation in the management of public affairs (Article 48 of the Constitution of the Republic of Slovenia) on a higher level of legitimacy. At a time when we recognize the psychological, cognitive and logical weaknesses of our thinking, we still make rules with the same modus operandi, as was the faith in human reason at the time of the Enlightenment; the work is based on the assumption that direct democracy is the most basic example of collective intelligence, which can prevent a variety of asymmetries of everyday decision making.

COBISS.SI-ID: 290150912Scientific monograph on public administration reforms in new or Eastern EU member states is the first work of this kind. According to a unified research model that allows methodological and substantive comparability, it links regional and national resources and analyses good public governance as the objective of the measures, either according to the EU guidelines or because of individual countries' aspirations. The renowned authors interdisciplinary study reforms, their achievements and side effects in the nine countries over the past 25 years. Finally, the situation for individual EU members and holistically, is analysed to put forward ideas for further improvements in the political and administrative system. This book looks into how public administration in this region was formed and reformed, what were the successes and failures, e.g. on transparency, efficiency, agencification. The book demonstrates both common trends of reform, and those that drive the countries of the region apart in this very challenging time for the EU. It should also contribute to overcome the implementation gap, and above all speed up the transfer of good practices and deepen collaboration in research. In one year, the monograph is already one of the most cited works, for example, via Research Gate portal.

Moreover, also citizens want to be informed about the financial decisions and budget allocations made by the government. Therefore, governments are constantly looking for ways to reform their public finances and modernize their management so as to introduce a transparent method for efficiently managing and allocating budgetary resources. One such solution is to introduce performance-based budgeting, representing the practice of developing budgets based on the relationship between programme funding levels and the results expected from that programme. Such a budget system, which can combat the aforementioned current challenges faced by the government, may ultimately enhance government effectiveness and help raise the efficiency and effectiveness of public spending especially in growth-enhancing areas such as R&D. This paper has two aims. In the first part, the paper tries to present the major milestones in the introduction and development of performance-based budgeting in Slovenia. It also attempts to evaluate the development stage of performance-based budgeting and present potential challenges as the government implements performance-based budgeting in Slovenia. In the second part, the paper focuses on R&D policy and attempts to examine budget execution and the results of the mentioned policy. The results of this paper reveal that Slovenia has made a significant improvement in terms of budget transparency. On the other hand, it has not exploited the potential of well-established performance budgeting practices, which is also reflected in the evaluation of R&D policy in Slovenia. A descriptive analysis shows that Slovenia has a loose or indirect link between budgetary funding and results, meaning that the current budgeting system in Slovenia takes the form of performance-informed budgeting.

Upon this, the monograph, apart from being scientifically important, also represents the source of knowledge for Slovenian administrative discipline and practice. We believe it represents an important contribution to the modernisation and rationalisation of public administration operation and consequently the improvement of Slovenian international competitiveness, the increase in administrative quality, openness, and transparency, and simultaneously to the protection of traditional guarantees in public administration and towards it, which forms a good European-comparable administration. We believe that the present monograph will therefore constitute an important foundation for public policy holders and the wider scientific and professional public.

The authors go from the general principles of strategic management, followed by the application of certain particularities of the process in public and non-profit organizations. The book also deals with strategic management in non-profit organizations, thus giving the reader an insight into the course of the process in all three sectors: profit, public and non-profit.
