COBISS.SI-ID: 525411609Consumer protection law started to emerge in the 60s or 70s of the previous century as an independent legal branch. Before that it was part of the competition law. Consumer protection law is based on the assumption that even when markets are efficient and there is perfect competition, consumers might be in a worse negotiation position vis-a-vis corporations, which negatively affects their decisions and their welfare. The article focuses on the information that needs to be provided to consumers before they enter into the transaction. Despite the lack of empirical data, the articles concludes that at least in two cases, namelly in the »usual« contracts that consumers conclude and in the case of consumer credits, where slovenian legislation instututed so called »effective interest rate,« the need to disclose the information before the transaction is in line with the conclusion of the behaviouralist economics, since the info is relevant for the consumer to make a rational decision.

COBISS.SI-ID: 14655313Weak investment incentives of the electricity market and the potential introduction of capacity mechanism are direct consequences of the post-crisis contraction in electricity consumption, on closure of worn-out and other improper power plants (due to decarburization or post-Fukushima syndrome) and a large increase in capacity generators using renewable sources. The analysis seeks to answer three questions related to the consequences of these changes. First, how much are these implications relevant to the operation of the electricity system in Slovenia. Secondly, whether the ten-year horizon plan of electricity generating development and transmission network, which is regularly updated by the system network operators, investment incentives of the electricity market in Slovenia enable a reliable supply of electricity. And, thirdly, by which type of capacitive mechanism it is appropriate to complement the energy market, in case of inadequate range of only energy market.
