The monograph analyses the role of the United Nations, the Organization for Security and Cooperation in Europe, the European Union and NATO, tasked with conflict prevention, post-conflict reconstruction and state-building in Kosovo from 1999 to 2008. The role of four international organizations in this regard is analysed by the use of selected quantitative and qualitative methods of social science research (surveying, interviewing, statistical analysis, analysis of primary and secondary sources), employed by the author during his field work in Kosovo. The four of the analysed international organizations understood their role in those tasks in a broad sense. Thus, the four actors were, in line with their strategies, mostly applying the instruments of mid- and long-term conflict prevention (economic incentives, establishing democratic institutions, raising awareness on human rights and fostering protection, assuring general safety etc.), while the instruments of short-term conflict prevention were applied only sporadically, on a case-by-case basis. The application of instruments of conflict prevention was mostly the result of ad hoc decisions, and not an automatized process, which would be triggered in the cases when certain conditions are met. The monograph also analyses the question if and to what extent did the Kosovo Albanians and the Kosovo Serbs support the work of the four international organizations in this regard. The results have shown that the standpoints of the two populations vary along the ethnic lines statistically significant: the Kosovo Albanians perceived the role of all these four international organizations from 1999 to 2008 positively or very positively, while the Kosovo Serbs perceived the role of the UN, the EU, the OSCE and NATO in Kosovo negatively or very negatively.

COBISS.SI-ID: 33798237Defense Research Center Team (Uroš Svete, Damijan Guštin, Janja Vuga, Rok Zupančič, Jelena Juvan) published at Institute of International Relations, Prague (Czech Republic) a book called "The Small State Facing Asymmetric Environment: A Reconsideration of the Identity?" The Slovenian Experience analyses asymmetry in warfare from the perspective of a small nation by combining a historical, a defence-strategic and also a wider security approach, including certain moral-legal and technological dimensions. Its primary objective is to prove that small countries, “often endowed” with rich historical experience, can also significantly contribute to discussions of asymmetric warfare and conflict understanding. It thus aims to fill a gap in the field, as similar studies in the field mostly focus on powerful states. The book mainly focuses on Slovenian asymmetric experiences, which went through a series of dramatic alterations in the last 60 years. The Slovenes were forced to use an asymmetric approach during the Second World War, but today Slovenia is a part of both NATO and the EU alliance. And thus it is increasingly faced with situations where an asymmetric approach is used against it (especially in Afghanistan). The book also analyses how the still present and strong historical memories of asymmetric warfare cause almost schizophrenic political and social reactions and a huge identity crisis in Slovenia. The authors argue that in Slovenia the division within the nation, which has escalated in World War II and the years that followed, is still present nowadays, and the planned reconciliation of the nation has not happened yet.

In the book authors analyse structural and functional aspects of the professionalization of the Slovenian armed forces. Special attention was given to finding an answer to the question if and in what manner has the participation of the Slovenian Armed forces in international missions abroad influenced the level of the functional professionalization. The book is based on several research projects accomplished by the Defence Research Centre during the last twenty years. First part of the book is dedicated to the functional professionalization of the Slovenian Armed Forces. In the second part, the authors focus themselves on the participation of the Slovenian Armed Forces in missions abroad, and in the third part authors are discussing Slovenian public’s attitudes towards armed forces.

The focus is put on the analysis of the security policies of individual countries. When selecting sample countries authors considered the following criteria: geographic, political and economic, strategic and politico-military, international. The analysis includes the following countries: Finland, United States, Germany, Israel, Russia, Greece, Croatia, Russia, Slovenia, Switzerland, Turkey and Sweden. Each country is a sui generis, based on its history, the organization of the state and the development, which also reflects in its security policy. In its second part, the book seeks to demonstrate the dilemma of resolving international security issues with the use of security policies of selected countries.
