The purpose of this chapter in the monography which scientifically assessed the last reform of Europaen union agricultural policy (CAP) is to discuss the conceptual context of the new CAP and its decision making process from the political science perspectives. The articulation and incidence of the recognized and potential new CAP drivers and discourses are elaborated through the emphasis on paradigmatic changes. The key focus of analysis is on the “greening” as the key term of this policy reform. The main thesis is that the dominant role of productivist discourse was to turn greening into “greenwash” strategy. During the negotiation process, the reform faced unfavourable setting which resulted in watering down of the environmental components. There are two main elements of the setting: firstly (i), reform took place parallel with negotiations on the European Union multi-annual budgetary frame. Since the decision required for unanimous vote, status quo bias of the procedure was strong, allowing member states whose preferences were closer to status quo to use legislative powers to influence CAP reform in a package deal. Secondly (ii) Lisbon treaty (2009) enabled in this field conservative oriented European parliament to equally to Council and the opportunity to watering down the CAP reform.

COBISS.SI-ID: 3599752The report gives a comprehensive analytical overview of the situation and trends in agriculture and related sectors in general and by principal markets. It is complemented by statistical annex providing longer-term datasets on agriculture. In 2014, agricultural production volume increased, mostly due to favourable weather conditions after two consecutive years marked with the draught. Along with the increase in production, also self-sufficiency rate of most agricultural products improved. For the first time since 2010, agricultural output prices decreased in 2014. However, the terms of trade did not worsen significantly, as agricultural input prices decreased at similar rate. Bigger production, along with lover intermediate consumption and unchanged level of subsidies resulted in considerably higher agricultural income compared with previous two years. Exports and imports of agri-food products continued to increase. However, the export-to-import cover ratio remained rather low (below 50%). In 2014, the food industry production volume increased, while producer prices did not change much. At the aggregate level, the economic results were positive (net profit) and much better than in recent few years.

In 2014 we recorded globaly 1.96 billion hl of beer produced. Key role in shaping the demand for hops has also in 2015, a fast-growing segment of Craft Breweries in the United States. For the second year in a row around the world hop growers respond the global increase in breweries’ demand with spreading hop acreage.

COBISS.SI-ID: 4063532The primary purpose of the study was to show the application of methods of real options in agriculture and as an important addendum to this, the measurement of effect size with Cohen's d index. Results of traditional CBA with the parameter (NPVt) have shown that the production of dried onion is the most expedient (NPVt = € 518,066). In order to assess the real options of investment projects of onion processing, the Black-Scholes model and the binomial model were used further on. Optional values (OV) in both the Black-Scholes (BS) model as well as in the binomial model, show positive values for all three types of processing onions (frozen onions, onion rings, dried onion). Processing of onion into dried onion seemed to be the most expedient investment. The value of option using the Black-Scholes method amounted to € 39,798 and € 77,561 for binomial model. Real options have a significant value as the traditional methods of investment analysis are upgraded with the methods that take into account real options from the stochastic perspective. With the help of Cohen's d index we measured the effect size between the on-line and field survey in the issues discussed. The findings show that the 76% of interviewees' results between the two groups are identical, which means that we are dealing with a small effect, 20% have a medium-sized effect, 4% represent a large effect.

COBISS.SI-ID: 3946796Chapter presents the process of Slovenia’s accession to the CAP in light of the changes in the decision-making powers, planning and implementation of agricultural policy since the commencement of the country’s accession negotiations around 1997 until the conclusion of the last CAP budgetary framework in 2013. Special emphasis is placed on illustrating the impact which the changed agricultural prices and budgetary support, brought on by the accession, have had on the main socio-economic indicators. National statistical data are used to compare the situation in the Slovenian agri-food sector in the pre- and post-accession periods and to analyse the most noticeable economic effects of the accession on the agri-food sector in Slovenia. The accession to the EU significantly changed the legal, economic and political framework of the Slovenian agricultural policy and consequently conditions in the agriculture. The main expected effects were related to joining the vast common market and subsequently increased market competition and opportunities, as well as the necessary structural and organisational adjustments of the relatively small agri-food sector.
