The monograph deals with the role and meaning of heritage as cultural and economic capital, which is very important for actors in social communities. On the one hand its importance is seen as an identification element (symbol) in the construction, strengthening and representations of a collective identity, and on the other hand as a production and development category, which represents a basis for tourism development in the postmodern world. Given contemporary environmental approaches, which are also aims of the conventions of UNESCO and the Council of Europe, heritage is also recognized as an important category in development programs whose aims include sustainable development of local places. The empirical part of the monograph is based on the Karst region, with an emphasis on the village communities in the Municipality of Komen. The author has analyzed social practices which create meanings and representation of cultural elements from the past, which experts, politicians, or local populations recognize as heritage for differing reasons, based on their different experiences, needs and expectations. The research follows a comparison of the differing attitudes of the local population towards their local history and historical traces in two socioeconomic periods – the period of socialist Yugoslavia and the period of independent and democratic Slovenia.

The Karst region is identified as development tender region with reach natural and cultural particularities. Recently the local people and municipalities authorities were not aware of the meaning of world karst’s characteristics. With the cross-border project Timav: Kraški regijski park in the year of 1994 the negotiation about establishment of protected area finally started. The agreement between the majors of Karst and Ministry of environment and spatial planning was also subscribed in the year 2000, but in spite of threatened natural and cultural environment, the announcement has not yet happened. The purpose of article is to present the practices of political authority and scientists in ambitions to protect Karst region, and possible methods, how to invite the Karst people in constructive discussion about necessity of their building place’s protection.

Understanding the cultural heritage of the Kars involves not only the significance of preserving, protecting and safeguarding the cultural artefacts of our forbears for the purpose of the identity, economic and development, but also the ways, avenues and practices of creating heritage. As heritage is a construct of the current time, whilst the sources used to interpret and employ it are borrowed from the past, several actors are involved in its creation: experts from individual cultural institutions, members of various local, development, tourist and cultural societies and organizations, pupils and students within the framework of heritage protections, as well as numerous individuals. Every creator of heritage will confer their own significance on elements of the past with regard to socially acceptable values and norms, and in conformity with their own experiences, needs, criteria, ideas and expectations. The paper addresses topics such as the various roles and purposes of experts and the lay public in processes of cultural heritage creation; emphasis is placed on the presentation of ways in which to establish a constructive dialogue between the principle stakeholders of heritage construction. It is only in complementary relationships that heritage will play an effect development role in providing good models for the Krast region to ensure competitive and innovation momentum.
