Personal mobility grant of the Research Council of Norway called »Yggdrasil mobility programme – a young guest and doctoral researchers’ annual scholarship for investigation and learning in Norway« (the success rate of applicants in 2011/2012 was 34 percent) enabled Završnik to visit the Department of Criminology and Sociology of Law at the Faculty of Law University of Oslo. The grant was awared for the project »Surveillance and Crime Control« (project no. 210792) for ther period January – June 2012. The research stay enabled an intensive peer-review of Završnik’s draft of the forthcoming book “Surveillance in Central and Eastern Europe: From Dictatorship of the Communist Party to dictate of the Free Market” made by the editors at the Ashgate publishing house. The peer-review and editing of the draft enabled the proposal to meet the publication criteria and successfully pass the subsequent double-blind peer-review at the Ashgate publishing house and lead to publishing agreement with Ashgate. The second output of the research stay was collaboration in completing the edited book “Crime and Transition in Central and Eastern Europe” (edited by A. Šelih in A. Završnik, Springer, 2012, doi: 10.1007/978-1-4614-3517-4) with hosting researcher professor Franko Aas that contributed a foreword to the book. The third output of the research stay relates to collaboration with researchers from other Norwegian institutions conducting complementary research projects, i.e. the Norwegian Research Centre for Computers and Law, which is established at the Department for Private Law of the Faculty of Law University of Oslo and specialises in personal data protection law, and an independent Institute for Transport that has completed a few research projects on road surveillance and privacy protection in aviation.

Abstract: The “digitalised” surveillance allows agencies to accumulate, preserve and organise data much more efficiently, creating sensitive personal data databases and using tools such as data mining to combine and cross-reference information from formerly separate sources. But, (supervisory) power also generates resistance to the (same) power (Foucault 1975). The increasing power of the new surveillance therefore does not only increase the capacity of authorities (watchers) to monitor the watched majority. New surveillance is forming “complex networks of power relations and resistances” (Green 1999). Individuals as objects of surveillance occupy a significant role in the execution of surveillance (Tinic 2006). The paper identifies specific technologies, initiatives and programs of resistance in different surveillance domains, especilly those occuring in the Central and Eastern European region. It suggests that instead of using the Orwellian metaphor of “Big Brother”, which manages the crowd from the centre, we should speak of decentralised “small cousins”. (B.03)
