From the point of view of international law, the Slovene-Croatian border is a new phenomenon existing for two decades. On the basis of analysis of materials available, the paper establishes essential disharmony between political and other boundaries in the Slovene-Croatian (cross-) border area and suggest possible solutions to specific conflicts that have arisen along Slovene-Croatian border.

The Styria provisory provincial assembly, which was in session between June 13th and August 17th 1848, came across the national question while deciding on the new province constitution. Already on the first meeting, on June 13th 1848, the members of the assembly received an agreement that the stenographic records of the meetings should also be written in Slovene. The provincial constitution assured in its 3rd paragraph to “Styrians of German and Slovene origin” “equality of their nationalities”. With an intended forming of a special “Slovene” Lower Styria district with its own district assembly the Slovenes were guaranteed a kind of territorial autonomy within the province. The constitution gave the Slovene language a status of outer official language in administration and justice and also allowed the possibility of using the Slovene language as the language of proceedings in the Lower Styria district assembly.
