The paper presents the results of a survey we conducted on the operation of the private rented market in Ljubljana, the capital city of Slovenia. The private rental sector has and continues to operate in Slovenia without being supported by any official state policy. As such, the main purpose of the survey was to investigate the precise nature of its operation in order to gain knowledge of its major characteristics. The principle aim of the survey was to propose a model for the introduction of an efficient private rental sector. In spite of the sector being officially unregulated, the survey results reveal several surprising positive characteristics.

This paper presents the findings of an analysis of role of the state in the operation of the private rental housing sector in Slovenija. The analysis was conducted as part of a three-year research project with which we performed a detailed examination of the operation and nature of the private rental sector. The main aim of the analysis was to gain a better understanding of the reasons why the private rental sector has continued to be ignored even after the implementation of the transition from a planned to a market economy that occurred in the early 1990s.
