The report is a contribution to project HELPS: Housing and Home Care for the Elderly and Vulnerable People and Local Partnership Strategies in Central European Cities, conducted within Central Europe programme (Territorial Cooperation 2007 – 2013). The report gives an overview of housing in Slovenia (policies; strategies; instruments), with a special emphasis on housing for the elderly. It further brings an overview of recent studies and literature within the mentioned field. Five cases of innovative practices of housing and care solutions for elderly and vulnerable people in Slovenia are presented in details.

Majority have not only targeted impacts but also others mostly unexpected ones in different fields: environment, administration, economy, land use. EU has introduced impact assessments to ensure the quality of the regulation, mutual coordination and to prevent unwanted impacts. While some approaches i.e. environmental and social impact assesment and cost-benefit analyses are already well used, there is an emerging method "territorial impact assessment" which aim is to optimize impacts across the horizontal and vertical units of implementation.
F.23 Development of new system-wide, normative and programme solutions, and methods
COBISS.SI-ID: 2439107Chapter presents main characteristics of Upper Gorenjska region, including municipalities Bled, Bohinj, Gorje and Kranjska Gora and two pilot activities carried out in the area within the Demochange project (Alpine Space Programme, 2009-2012). Four municipalities are famous for their mountainous terrain which is reflected in low population density and the associated harsh conditions, including low accessibility and insufficient infrastructure and service facilities, jobs, and also unfavourable age structure or aging of the population, which is increased by the emigration of young and the immigration of elderly from urban areas who permanently occupy their (once) secondary residences. Aging of the population indicates the need for adaptation of diverse services and facilities. Selected pilot activities are aiming to adapt the tourism offer at the strategic level by adjusting the municipal tourism strategies and products with "Guidelines for the development of tourism products for the elderly" and at the implementation level with the booklet "Routes for all generations" which is designed to encourage healthy lifestyles and intergenerational cooperation.
