With its focus on the collaboration processes of innovation systems this paper discusses the role played by social capital in various dimensions of collaboration. The results show that social capital is important for the performance and outcomes of a large number of collaborations in various stages of the innovation process. A conclusion would be that innovation policies should pay greater attention to the social capital of innovation systems. However, there are several steps between an introductory theoretical analyses and the implementation of policies.

The chapter is based on a case study and results of the analysis of 22 interviews with independent inventors in Slovenia. It investigates main sources of their social capital and ways of collaboration with the external supportive environment. The findings suggest they lack opportunities as well as the resources for collaboration in open networks, especially formal ones that are crucial for access to institutional resources.
