The function of the intermediary in solving public social issues, particularly those of poverty and the state of the poor, was very prominent. Based on several exceptionally well-preserved cases, this paper attempts to reconstruct the various types of intermediaries and the roles which formed in various spheres for tackling the demands and wishes of the poor, on the one hand, and the role of the state as the provider of public welfare as an archaic form of social responsibility towards the poor, on the other. The focus of this article will be the role of three intermediaries in the period between the late 18th and early 19th centuries: that of recorders of indigent lists, parish priests and inspectors in foundling hospitals. The recorders of indigent lists accurately determine and typify the poor entitled to social assistance.
