This paper presents a definition of cerebral palsy (CP), risk factors for CP and review of data that are at present collected for the Surveillance of cerebral palsy in Europe. This is followed by guidelines of the American Academy of Neurology for diagnostic tests that should be performed when brain damage is suspected. In order to develop guidelines for such a heterogeneous group of children as are children with CP, to monitor the possible secondary complications and guidelines for therapeutic programs, it is necessary to systematically implement the use of different classification systems based on the different functional abilities. The Gross Motor Function Classification System is a system, already worldwide used that enabled experts to prepare guidelines for treatment of spasticity, as well as for monitoring children with CP that are at risk for hip dislocation. Development and implementation of systems for the classification of children with CP for all other areas of functioning, such as feeding, communication, cognitive function, vision, hearing and others, would enable us to develop evidence-based guidelines for the more diagnostic procedures and effective therapeutic programs.
