Scientific development, and technological innovations in particular, open up new opportunities for the elderly and other functionally impaired to overcome structural and communication barriers. Modern information and communication technology enables them to remain in their home environments as long as possible and are not forced to live in institutional care, which is postponed to a later time. Due to ageing of the population, developed countries are dealing with increasing needs in providing adequate residential care for older people and (with this) demands in providing appropriate social and services for the elderly. This article assumes that these needs could be reduced by the physical (re)design of the built living environment, by which elderly people would be given the opportunity to remain in their home environments as long as possible, capable of living as independently as possible with high quality of life.

Due to rising costs for health and social services, ageing population is becoming an increasing challenge for developed societies. As a demand for achieving financial sustainability, these services should be rationalized. One of the responses of the society to these problems is the idea that services should be “transferred” in the place of residence of older people. The article assumes that the idea can be realized by rearranging of living environments into the so-called smart homes. It turned out that since the technologies and technology based services are evolving rapidly, smart homes will become a part of everyday life of older person in the future. The question that arises is how to implement the concept of smart homes in the society. Based on analysis of previous studies it was found that the implementation of smart homes in society would be more easily and quickly achievable, if the concept would arise from the preferences, needs and desires of smart homes’ (potential) users.

Developed countries are facing increased financial demands in providing appropriate social and health care due to the ageing of the population and in addition to the issues of insufficient capacities and long waiting lists at hospitals and retirement homes. Countries’ financial capacities to ensure the current level and extent of health and social care services are decreasing, also due to economic uncertainty and the increasingly greater share of the nonworking population. For that reason demands are raising for more sustainable ways of housing and services for the elderly. The article starts from the assumption that the idea could be achieved by reorganising of housing units and relocation of care services into the home environment of older people, and thereby make it possible for the elderly to remain in their home environments as long as possible, capable of living as independently as possible with high quality of life.

The issue of ageing population is especially critical in Slovenian peripheral rural areas, from which young people continue to emigrate due to their remoteness and poor natural and economic conditions. In some areas, the age structure is already so unfavorable that population would no longer be able to reproduce itself at the present level even if the emigration of young people were completely halted. The elderly that remain in these parts live in their homes alone or with their spouses. Their care has thus become a severe problem, especially because these areas are remote and difficult to access. Especially on the farms in hilly and remote parts of Slovenia, the issue of succession is of special concern and also poses a threat to providing social security to the elderly. It turns out that, as long these people are still mobile and are able to farm, they remain in their home environments with the help of official care providers (e.g., home nursing care) and neighbours, but when they become too frail or ill they must be institutionalized.
