We discuss on the role of doctoral programmes in the knowledge society and the knowledge based economy. Doctoral studies are the main link between the two pillars of the knowledge society, the European Higher Education Area and the European Research Area. Doctoral candidates are young trained experts and the purpose of their training through high quality research is to significantly contribute to formation of new knowledge, products, methods, systems and to knowledge transfer.

COBISS.SI-ID: 3711191The paper presents the developing of an optimal model for management of higher education institutions which would meet the key challenges of higher education: achieve internationally comparable standards of quality of education and research with optimal use of resources. The model has been defined as a mix of 3 processes: resource management, management of education and management of human resources and research. Research findings show that there is no universal model and that management should be adapted to the characteristics of each higher education institution and system.
