During the last 20 years European higher education experienced radical changes, with the aim to make the higher education area more transparent and comparable and to contribute towards economic development, increased competitiveness and enables the transition into knowledge-based society. Key obstacles are limited available public and scarce private financial resources. The question remains if it is necessary to use a large number of tariff groups with a relatively large number of factors.

It is important to educate especially young gifted people to practice science, and different countries developed different mechanisms to attract young people to postgraduate study and into research work. The mechanism Slovenia developed for this purpose is the institute of young researchers. This paper presents some aspects of the importance of the institute of young researchers from the point of view of human resource development and potential influence of the programme for society.
