Legislation concerning energy reuse of sludge from wastewater treatment plants in the Republic of Slovenia was analysed. The legislation on waste management in Slovenia was markedly renovated in the year 2008. The main changes were related to the treatment of biologically degradable wastes, which was extended to the energy-from-waste option. New regulations in Slovenia have set criteria on which wastes can be processed and transformed into a solid recovered fuel and the conditions concerning its quality and use.

The aim of the paper is short presentation of the research work on performance assessment methods for urban infrastructure services: the case of water supply, wastewater and solid waste. Service activities relating to drinking water and wastewater supply and collection/treatment were assessed using different control methods, e.g. benchmarking using sets of performance indicators, in order to detect weaknesses and gaps from the the source to users.
