COBISS.SI-ID: 258789120In this study we investigate the behavior of Montenegrin firms in the period 1998-2000 and 2004-2008. First, we apply the Hoff – Stiglitz model of interdependency between economic actions and political positions of individuals to Montenegrin mass voucher privatization. The comparison between the firms that survived privatization and the firms that did not reveals that large firms (measured by revenues and long-term assets) are more likely to survive. On the other hand, firms with more mortgaged property are less likely to survive. Second, we developed the bargaining model, which reflects the Montenegrin institutions. The model is first applied to privatized firms before actually privatization took place (1998-2000), and is later extended to the whole economy (2004-2008). The results of the bargaining model for the period 1998-2000 show that survivor firms are closer to the Ward-Domar-Vanek income per worker hypothesis, which implies that workers in these firms had more power compared to workers in non-surviving firms, which probably limited the power of managers in stripping the assets. On the other hand, the results of the bargaining model for the period 2004-2008 show, that de-novo firms are on the border which describes profit maximizing behavior of firms, while firms from the privatization process are much closer to income per worker maximization behavior. In the last section of the paper we provide the case evidence on tender privatization. The case analysis reveals that a number of new owners were unable to fulfil two major components of their privatization contracts, to go into deep strategic reconstructions of firms with new investments and to provide work force changes within socially transparent programs.
