The treatise discusses how, during the third military occupation of Trieste in 1809, the French government commissioned the local authorities to produce an exact statistical analysis of the free port city and its surroundings. A special statistical commission elaborated an extensive database providing an integral cross-section of the social, economic and institutional reality of Trieste at that time, which includes precise data on the nature, manner of operation and financial aspects of the public administration.

In the article the author discusses the attempts of the Slovenian political Catholicism in the 1930s to restore Ancien Regime with the corporatist version which negates parliamentarism, democracy, liberalism, socialism and communism. The author argues that the origin of the corporatism is in three political-ideal sets: papal encyclicals, political ideas and patterns of the other European authoritarian corporatist dictatorships and ideal imaginary of corporatism in the ideology of Italian Fascism.
