The article presents final findings from the analysis of voluntary contract reserve component in five European countries: Germany, Great Britain, Belgium, the Netherlands and the Czech Republic. Comparative analysis has been used to verify, whether and in what manner the national contexts, historical backgrounds and traditions shape and influence the development, organization and solutions of the contract reserve component.

This fact enables the executive power to exercise the authority and this is the reason for the control over it and over the institutes of power. Professionalization provided modern, rational, and adaptable SAF and defence sector in general, but the question remains open if the existing system of democratic oversight of defence sector did follow the pace of the change in the defence sector?

COBISS.SI-ID: 249469952After the first independent and multi party elections in Slovenia in 1990, Yugoslav People’s Army (JLA) took control over the weaponry of Territorial Defence forces. The only armed structure, that stayed under control of new elected Slovenian government, was police force. That was not enough to oppose the threat coming from Belgrade . The ministers for Defence and of Interior therefore decided to establish secret organisation called Manoeuvre Structure of National Protection (MSNZ).
