COBISS.SI-ID: 272167936In the evaluation of the strategic document aimed to achieving gender equality (Resolution on the National Programme for Equal Opportunities for Women and Men 2005-2013) we assessed how the implementation of measures and activities that were set out in the Resolution contributed to reaching of its objectives (process evaluation) and what were the results and impacts of these processes (impact evaluation). Since it was impossible to completely separate the Resolution’s results from incentives and /or disincentives from the environment, we took into account the wider context when observing trends. Except for relatively permanently existing factors (such as institutional and regulatory framework, values and expectations regarding social roles of men and women created over time and as a result of historical development), we were attentive to current factors and especially the current economic crisis. Evaluation of the Resolution is part of the public policy process in the field of equal opportunities and is aimed primarily at determining the usefulness and effectiveness of this strategic document, and provides a basis for finding new solutions.
