The book presents a thorough overwiev of numerous areas of EU's activity and as such fills the gap between informative and scientific books on the EU in the Slovenian-language area. The book entails a theoretically informed historical overwiev of European integration. It compiles over 80 contributions, which present and analyse institutions, policies, relations and processes as well as concepts related to the EU, each including elements specifically relevant for Slovenia.

These questions have brought together a group of experts who have joined forces in an interdisciplinary analysis of the current state of affairs in and of Central Europe.

COBISS.SI-ID: 31504221The analysis presents a comprehensive evaluation of the policies in the field of entrepreneurship and competitiveness promotion during the period from 2004 to 2009. The overview of the development of measures of economic policy during this time frame organises the measures into five groups: i) support through voucher schemes; (ii) subsidies for R&D and technology investments; (iii) subsidies for networking, innovation support environment and development of human resources; (iv) re-financing subsidies (venture capital, interest rates' subsidies and credit guarantees) as well as (v) promotion of internationalisation of enterprises. The business results five years prior and after the receipt of subsidy for all of the enterprises- recipients of subsidies in the first four groups are evaluated. Depending on the availability of data, several methods are applied to assess the rate of success of different measures as reflected in the business results of the recipients. The focus of analysis was on the impact of subsidies on the business results and dynamics of growth (both national and international), with specific attention to the following indicators: growth of sales, employment growth, value added, productivity, increase in average wages, capital intensity, export growth and intensity. To be able to evaluate the impacts of subsidies through various aspects, a special methodology has been developed, allowing for increased precision and robustness of the results. Econometric techniques, developed in this manner are further combined for the measures with smaller samples with questionnaire method and in-depth interviews of the recipients. In all analysed groups we see that the recipients have been above the average of their sector in their business results, confirming the appropriateness of the selection methods of the financier. The impact of subsidies on business results are varied among different groups, yet for most measures, the impacts are relatively short-lived, not very significant and appear primarily during the year of subsidy or soon after. The promotion of competitiveness through the analysed measures during the observed period is thus still in its infancy, since the impact on business results of the recipients is relatively weak. Competitiveness is always the result of the combination of enterprise-specific advantages with the location-specific advantages, where the support measures as well as overall quality of the institutional framework are detrimental. Several deficiencies in Slovenian business environment and declining institutional quality, which is also part of our analysis, add to low effects of incentives. Findings point to the insufficiencies and we propose potential improvements in the programmes for the promotion of competitiveness and entrepreneurship.
