Doctoral thesis is based on an analysis of the impact of a wide variety of (positive and negative) factors on the implementation of the policies of the European Union (EU) in the field of gender equality. The meso level of analysis was used and for the study of implementation of EU policies the theoretical approaches were used as follows: a) bottom-up approach to studying the implementation, which deals with the implementation of public policies as a process of political interaction between various policy actors (both governmental and non-governmental), which comes to the negotiations and compromises (Hogwood and Gunn 1994, 207; Ham and Hill, 1984, 103); b) top-down approach to study the Europeaization, ehich deals with the pressure from the EU to the Member States (e.g. Radaelli 2004) and c) approach of the new institutionalism, which interprets the institution very wide and covers both the constitutionally established rules and norms of functioning as a collectively accepted symbols (Rosamund 2003, 114). Whereas, in the implementation of EU policies different policy actors at different levels (EU-level, national level, subnational – regional and/or local level, organizational level) are involved, the concept of multilevel government and concept of policy networks are also used in the analysis. Both are used for understanding the complexity of implementing process that takes place at several levels and allow exchange of information between various policy actors in different ways – from the bottom up, from top to bottom, horizontal and vertical (Börzel 1997, Bache, 2003).

COBISS.SI-ID: 262551552The paper studies the politico-administrative relations within the framework of OMC reception processes at the national level in Slovenia. In order to identify domestic variations within the politicoadministrative relations, we compare four policy sectors. Our main findings are: 1) whilst EU-specialised civil servants participate in OMC governance processes at the EU level, politicians at home represent the final gatekeepers who decide whether to put OMC related policies / policy alternatives on the national policy agenda; and 2) that policy sectors which are less ideologically-politically burdened allow civil servants more room for autonomous initiative in the national OMC reception.

The basic purpose of the book is to draw attention to the achievements and problems of the Slovenian state, which we experienced over the past two decades in various fields and various subsystems. Here we want to emphasize that through the author's perspectives this edited volume aims at exposing the most decisive points and moments which on individual fields of the modern state or its subsystems shaped the image of Slovenia at home and abroad. The basic theoretical framework of this volume is the theory of modern state and modern state development (see Piersol, 1996; 2004; Gill, 2003; Nelson, 2006), which bound this volume together to one unified and coherent reading.
