The main aim of the paper is to critically analyse and compare the case of Slovenia with regard to some of the most established and known benchmarks around the world, such as CapGemini, UN E-Government Survey, The Brown University Global e-Government Survey and The Economist Intelligence Unit Survey. These serve us as basis for presenting a more realistic picture about the true state of e-government in Slovenia in comparison to other EU countries.

In this paper we use bibliographic data to build and analyze the network of co-authorships of joint papers published at the regular international conference in the field of e-government, EGOV, in the period from 2005 to 2009. Results of the analysis allow us to identify the most active researches in the e-government research community. In the continuation, we combine content analysis and social network analysis methods to identify most popular topics in the field.

This article discusses the issue of strategic planning support within local communities. The issue must be resolved at the organizational level and the IT level. The article thus suggests a comprehensive multi-level resolution of the issue and gives a detailed view of the IT support model that has been developed at the Faculty of Administration. This model comprises the budget indicator information and selection, as well as a software application that uses a fuzzy aggregation tree to establish an indicator structure and calculate and display the results.

The article comprehensively presents a field of administrative burdens in European and Slovenian context within programs of better regulation. These programs aim to modernize the public administration. The article contains further development of the model of substantive and formal requirements as well as principles and standards for good regulation, taking into account the quality criteria. Authors present the results in Slovenia, especially in the area of administrative barriers elimination, simplification, optimization and deregulation.
