The basic hypothesis of the Strategy of the Roma education in the Republic of Slovenia is that pre-school education and various forms of non-formal education, implemented (if possible) in Roma settlements, affect the increase of human and social capital of the members of the Roma ethnic community. On the basis of findings obtained in carrying out the three-year (2010-2013) project entitled The increase in social and cultural capital in areas with a Roma population, the hypothesis can be confirmed.
