The global trends of distance education or e-learning, are spreading into Slovenian higher education. Consequently, Slovenian higher education institutions are launching distance undergraduate programmes for the 2014/2015 academic year, with 930 available places. It is clear from programme enrolment that distance education only occurs on part-time study programmes. However, studying online (e-study) could also represent a full-time study method. Based on doubts raised in the media relating to the quality of distance education, this paper presents an overview of legislation and supporting documentation and highlights critical points, which need be taken in account when e-study is being implemented. E-study is merely the way in which the study is performed, and taking into account modern pedagogical approaches, studies should focus on the student and their activities and the achievement of learning outcomes of on an accredited study programme. The same approaches need to be taken when evaluating the performance of the suggested study programme. The assessment of the students’ transition, the number of graduates and the duration of the study need to focus on assessment systems to monitor the achievement of learning outcomes and responsibility for them. The field of the assessment of learning outcomes and competences achievement put Slovenian Higher Education to the test.

A programme for the promotion of science and doctoral studies called the Young Researchers Training Programme has been developed in Slovenia. Since it began, the programme has been substantially funded and over 6,000 young people have participated in it. However, no evaluation of the programmes effectiveness has yet been conducted. In this study we identified young researchers motivation for entering the programme, their assessment of the training and links to knowledge transfer into practice as the principal idea behind the programme. Two training groups, university based young researchers and company based young researchers, are compared in order to assess whether the type of training affects knowledge transfer. The analyses show that young researchers in the economy are more involved in direct knowledge transfer and their motivation to do so is mainly intrinsic. On the other hand, university based young researchers need extrinsic incentives to cooperate in projects in economic sector, for their motivation is more oriented towards academic research. Implications for Slovenia, as well as for other countries higher education policies, are discussed.

The paper takes advantage of exceptionally rich longitudinal data on the universe of labor force participants in Slovenia and simulates the working of an income contingent loan scheme that seeks to recover part of schooling costs. The simulations show that under the base variant (where the target cost recovery rate is 20% and the contribution rate is 2%), 55% of individuals would have repaid their entire debt within 20 years; 19% of individuals still would not have repaid any of their debt after 20 years; and the ''leakage'' of the scheme due to uncollected debt would have been 13.5% of total lending. By piggybacking on existing administrative systems, implementation costs would be minimal, amounting to less than 0.5% of collected debt.

This publication represents the main result of the ACCESS project, synthesizing the data, analyses and discussions that took place during the project’s duration (from 2010 to 2013). The aim of the publication is to provide policy-makers, higher education stakeholders and the wider public with reliable data and policy guidelines necessary to undertake higher education funding reform in Croatia, including the reform of the student financial support system.
