Expert study prepared for the Government of the Republic of Slovenia in the decision-making process of the CAP reform after 2013, presented at the presentation of Slovenia's formal positions in the national context (G.Radgona, Krško) and in Brussels at international workshop at the headquarters of the Slovenian delegation to the EU. Modelling results based on subsidy applications (60,000 farms), showing a significant redistribution of payments due the implementation of the EC CAP reform proposal. At the expense of farms with intensive production are favored agricultural holdings with extensive production on grassland, so that there is a partial over-subsidization of extensive grassland and to economically excessive losses on holdings based on arable land production. The proposed solution is the different levels of payment depending on land use.

The event was attended by more than 300 participants, including all key stakeholders from civil society and representatives of key institutions in the field of rural development policy in Slovenia. The main topic of the Rural Parliament was public discussion abbout the contents of the Rural Development Programme for the period 2014-2020. The lecture presented the current development conditions of Slovenian countryside by visualizing spatial statistical data. Characteristics of successful rural areas were outlined and illustrated with case studies of 'good practice' in rural development. An overview of key achievements of rural development policy in Slovenia in the period 2007-2013 was presented. The lecture concluded by pointing out the remaining challenges for rural development policy in the next programming period 2014-2020.
B.04 Guest lecture
COBISS.SI-ID: 3141512Ornamental plants producers are facing ever growing problem of competition in the market. That is why, we investigated the costs of production and also the exploitation of alternative energy sources (in the production itself). Beside the investigating the business of nurseries and their production technologies (based on a survey), we also wanted to know how the natural factors like climate, surface, grounds, geo-termical energy, sun light, etc. affect the production of ornamental plants. The goal of our investigation was to create a model that would help gardeners to assess whether a location for the nursery is optimally prospective. Thus we determined the parameters that affect the ornamental plants production and gave them a proper value. We later examined the received data using DEXi (the multiple parameters computer program). The results showed us that the most economical areas (according to natural resources) are in central Slovenia, the east side, by the shore and in Goričko. We also created two maps showing the most perspective parts of Slovenia; they contain socio-economic point of view to ornamental plants production as well. We considered the education rates of growers and also the index of purchasing power of Slovenian people. We found out that from the perspective that takes into account both socio-economical factors as well as natural factors, the most perspective area for ornamental plants production is in central Slovenia and near the shore.

COBISS.SI-ID: 7092601This study for European parliament reviews the extent to which the current CAP and related EU policies promote sustainable competitiveness and innovation in agriculture, and assesses the current legislative proposals for CAP reform. It finds that the current policy does not realise its potential and that, although the reform package represents an improvement, particularly in its proposals for Pillar 2, more could usefully be done. Recommendations are made to strengthen the balance of the package and improve proposals for each pillar of the CAP. Key ingredients include better advice, knowledge transfer, more use of locally tailored, strategically planned measure-packages, fuller sustainability-proofing and new incentives for innovation.
