We have developed a new semiempirical theory, which describes the statistics of energy spectra of quantal systems having the mixed type classical dynamics, characterized by three parameters: divided phase space, Brody parameter, which describes the localization phenomena, and the coupling parameter due to the tunneling between the regular and localized chaotic semiclassical states. Exceptionally accurate numerical spectra are described by the models of random matrices and by the analytical two-level theory. The agreement is excellent.
