Paper presents the results of a detailed analysis of experimental study, focusing primarily on effects of incentives. The authors establish a methodology of simultaneous bias estimation of several variables, which allows higher level of reliability of the estimates. Analysis of optimization is based on different real and simulated scenarios of costs and errors. The findings shows that it is crucial to perform a detailed methodological and cost analysis of the use of incentives, since response rates do not guarantee a higher data quality.

On this basis they present the approach used to address this problem in empirical experimental study, which compared different mixed-mode designs with official data. The cheapest survey mode proved to be web survey, however, it produced lower coverage and response rates. As most appropriate mixed mode that authors exposed web survey followed by a telephone or face-to-face surveying of non-respondents.
