The article is based on the theories of memory and the analysis of the differences between the public, collective, personal, conscious and the unconscious memories, which most often conflict between each other. It analysis the importance of the culture of remembering and memorising and the role of social work which is supposed to support and encourage these processes. It gives some insight of the post-war societies in Bosnia and Herzegovina, and reflects the ways of “memory work” in countries where people survived totalitarian regimes like in Chile and in some parts of Africa.

The main conclusions are that 1) mechanisms of the respect of minority rights in both normative field and in action reflect heterogeneous treatment of ethnic minorities by the state; 2) legislative and institutional fulfilment of the EU accession agreements does not guaranty the respect of minority rights in practice. How the legislation, institutional framework, policies and practices influence social services in the case of ethnic minority members is meant as ongoing task of the present research project. In those cases social services played no special role.
