The article is a historical and contextualised comparative analysis of the relations towards persons with disabilties in different regions including Eastern Europe and Slovenia. The social status of the people with disabilties depends from social policies and the dominant profesionals practices in different regions andl localities.

The shift from charity to social policy and public services in the field of social care and welfare is a result of the women’s demands for the secularisation of the state. That would restrict Church power and will create a system established on the recognition of the human rights and not on the arbitrary decisions taken by the church and by the charity organisations.
