A scientific research paper in which the authors apply an expanded econometric energy model of Slovenian economy based on the economic theory of energy raw materials market and the assumptions of the evolutional school of economic thought (52 equations). The model explains the conduct or relations of Slovenian economy in the field of consumption and prices of energy raw materials, economic growth, final and reproductive consumption, inflation, labour market and foreign trade exchange.

The analysis of economic effects of different terms of MW program realization is based on assumptions that the realization must be consistent with the goal of achieving of optimal effects of economic infrastructure investments on national economy and set in a way to avoid excessive annual oscillations of investments. Furthermore, one must use a financing model which will be consistent with the long-term nature of the motorway construction project and which will render the realization of the program possible regardless of the stance in public finances.

The paper analyses the specifities of the Slovenian transition and their grounds and consequences. Amongst all former socialist countries Slovenia has chosen the most gradual transition between two economic systems. The analysis proved that the relative reason can be found in a specific economic system, in a great number of institutional reforms that made a decentralized administration of economy possible and the already established "republicanisation" of Yugoslav economy.

The region encompasses countries in the territory of ex-Yugoslavia minus Slovenia plus Albania.
