The discussion focuses on the changes of the Slovenian geopolitical position after 1991 and encompasses the political and security transformations in the international community. Changed security environment has defined the dilemma between the desired and useful vs. the necessary integration in the security and defence area completely differently. The main chapters are devoted to the development of the Slovenian defence system, its integration and role in NATO, to the development problems of the Slovenian Army and the functioning of the civil defence and disaster relief systems.

At the turn of the century outward tranquillity was imposed on the Western Balkans, the most volatile and troublesome part of the European continent. The suppression of armed violence by NATO however did not add up to the long-term regional stability. The security situation in the Western Balkans still remains precarious. The management of Balkan problems would be best assured within the framework of European integration which will eventually transform the Western Balkans into a region of democracy, economic and cultural dynamism, prosperity and security.

The article introduces a research framework for observing motivational factors that have an impact on participation in peace operations, among members of Armed Forces and the Police. It defines five basic factors of motivation: individual personal interests and ones personality; social environment; environment of the peace operation; and environment of the contingent in peace operation. Each of the observed factors has a specific impact on motivation among individuals and causes a certain degree of stress.
