School reform is successful if it is realised through all vital instruments of school policy (such as curricula, knowledge standards and their assessment, laws, rules of procedure, as well as the possibilities for the teachers’ professional improvement), if it provides a set of clearly defined priority aims, and is based on a trust in the teachers’ professional expertise and decisions – in a clear correlation with the level of support to this expertise. The support means primarily high-quality undergraduate education of teachers (including gymnasium teachers).

Several research were presented at the international conference with the purpose to conduct a discussion about fundamental ideas on which to prepare legislative obligation of primary and secondary schools. Conference was organized in a same year Ministry of Education prepared a draft for the change of law on basic education.
