The article describe an approach to modelling dynamic systems based on machine learning and artificial intelligence. The approach was used successfully on a large number of real-life dynamic systems modelling problems, including a series of problems in the areas of ecology and aquatic system protection. Ljupčo Todorovski, PhD has published a series of articles on this topic since 1997, with a total of over 50 pure WoS citations.

The article has had the highest response rate yet, from the points of view of both making contacts with researchers throughout the world as well as the number of citations. The article shows the results of the first indirect cost assessment in a transition country and sreved was the basis for assessing the results in all the other transitions countries. Its impact is reflected in the fact that foreign journal editors are asking for reviews of articles in this area for their journals; in addition, results in this field are quoted for the purposes of comparison with results from other countries.

In this article, the authors present the project of an ontology for modelling life-events in public administration, constituting the basis for the development of generic public administration ontologies. The concept developed and presented by the authors of the Article was later used in a series of other ontology projects for modelling specific public administration areas.
