A comprehensive empirical tool was developed to analyse and project the competitiveness and the economic situation of agriculture . A system for budget analysis and the Economic Account for Agriculture was developed. Results are part of annual reports on situation in agriculture of the competent Ministry and were presented in Parliament and to the public. Each year, the group participates as Slovene representitive in setting up a database and preparing a brief report for the OECD, presenting the characteristics of agricultural policy and detailed data on budgetary support to agriculture.

The analysis results became part of the annual national monitoring of the sector and were frequently presented to the representatives of the economic sector and state bodies, thus contributing to a more efficient decision-making by the economic agents. For economy needs other studies, which caught considerable public attention, were also prepared.

COBISS.SI-ID: 1653128A static deterministic model of agricultural holdings was developed based on the IACS data for all agricultural holdings which applied for direct payments in 2002 and 2003. For each analysed agricultural holding, the value of direct payments is analysed by type of payments under the existing CAP measures for 2004-2007 by various scenario schemes. The results were presented to governmental and non-governmental representatives, to the national parliamentary agricultural committee and to the European Commission and contributed to adopting an efficient national solution.

COBISS.SI-ID: 1696392Members of the project group were required by the Ministry of Agriculture, Forestry and Food to prepare an ex-ante evaluation of the Rural Development Programme 2007-2013. Several activities were organised, such as workshops, prompt assistance, and commenting the draft RDP and technical sheets for the proposed RDP measures. The evaluators thus contributed to better target-orientation and consistency of the programme. Moreover, analytical and technical assistance was provided in relation to the planning of rural development measures in the next programming period.

COBISS.SI-ID: 2066568Jaka Žgajnar, mentored by Stane Kavčič and Emil Erjavec, received the University Prešeren Award. The model was developed based on linear programming (the simplex method) and applied to the specific agricultural holding in order to find optimal production plan by maximising total gross margin.
