The paper summarizes a number of theoretical perspectives on the relationship between the military and the public, and the public's trust in institutions in general. It also considers the empirical results of surveys on public trust in the military at the global, regional and national levels. The analysis reveals that the military is one of the most trusted social institutions. Nevertheless, some analysts note that this trust is accompanied by marginalization, indifference and even apathy in civil society. Although the reasons that influence the level of trust in the military are often nationally specific, we can also identify some general factors, such as participation in wars, peacekeeping operations and missions, and crisis (disaster) management operations, structural reforms, budget cuts and alike. The reasons for the marginalization of the military in civil society may be found in the lack of citizens' military experience due to the existence of all-volunteer military recruitment, criticism of the military in the media, the communication gap between the military and civil society, as well as instances of military corruption and scandals.

The work comprehensively assesses the effectiveness of Confidence and Security-Building Measures (CSBM) in Europe, identifies the key strengths and weaknesses of the CSBM regime, opportunities to improve it in the future, and threats to its existence. The work also sets out a vision for the further development of CSBMs in Europe, including a detailed elaboration of widening towards cyber CSBMs in Europe. In this respect, the work is important for policy of all states on the geographic area extending from Vladivostok to USA, for diplomacy, armed forces and other security institutions of these states. This work is also relevant for the Organization for Security and Cooperation in Europe (OSCE) and its development . The world is moving from a cooperative model of providing security towards a competitive model, creating new and paradoxical conflicts. This work represents an international beacon for further development of a cooperative model of providing security and coexistence in international relations. This work is relevant for numerous think tanks and their consulting process to the governments about international and security policies. The work is relevant for education process at universities, diplomatic and military academies because it represents a unique overview of situation in the field of CSBM and proposes specific solutions for the future. The model proposed in this work is relevant also for the states from other continents, their policies, cooperation, diplomacy, armed forces, etc. Potential effects of this result are: improved overview and understanding of the complex field of confidence and security-building among states in Europe, understanding of problems, potential solutions and the vision for the future. This or similar vision will have to be taken into account by political, diplomatic and military decision-makers, if they/we want to live in a peaceful and stable world. Result was presented to the public in three ways. It was presented at the major public event in the headquarters of the Organization for Security and Cooperation in Vienna before diplomatic and military representatives of 57 European, Asian and American states, including several partner states. The presentation took place during the Slovenian chairmanship of OSCE’s Forum for Security and Cooperation. This is one of the most influential ways to present anything in the field of security policy. The result was also published in the form of a book by the NOMOS publishing house. The result was also presented to the OSCE Network of think tanks and academic institutions (http://osce-network.net/), which involves more than 100 institutions from this field.

COBISS.SI-ID: 35884381From the aspect of societal impact, the monograph Limits to the European Union's normative power in a post-conflict society: EULEX and peacebuilding in Kosovo is an important publication for the employees of international organizations, active in peacebuilding in post-conflict societies, as well as for the experts and policy-makers dealing with Southeast Europe and the role of international organizations in this region (the EU in particular); namely, the monograph offers insights into the current problems of international organizations' work in post-conflict societies. From the viewpoint of Slovenia, the monograph is important, because Southeast Europe is in accordance with the strategic documents of the Republic of Slovenia defined as a priority area of interest for the country. The findings have been communicated to the policy-makers in the EU and elsewhere via the publication In Depth (2018, vol. 15, no. 4). In addition to this, Dr Zupančič presented the findings also at (based on SICRIS): 1. scientific conferences (International Conference on the EU, June 2018, Corinth, Greece; XIX. ISA World Congress of Sociology, July 2018, Toronto, Canada; 21. By shedding light on EULEX - the EU mission to Kosovo – this book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. The authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players. This book is based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship).

COBISS.SI-ID: 35559773During 2017-2019, the FDV UL, together with MOL, IGEA, the Association of Slovenian Firefighters, Ljubljana Fire Brigade and the Water Science Institute, has implemented the project Development of comprehensive model of disaster response management for all levels of protection, rescue and assistance in the Republic of Slovenia, commissioned and financed by the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief. The project was aimed at developing a comprehensive model of disaster response management that will be adapted to the Slovenian situation, taking into account the current arrangements, multi-level management system, organization and equipment, which will enable optimal and efficient implementation of protection, rescue and assistance on different levels of management. The aim of the project was to create baselines for the renewal of the existing management, response and response system in case of natural and other disasters. The project consisted of four phases. In the first phase, an analysis of the existing model for managing protection, rescue and disaster relief in the Republic of Slovenia was carried out. In the second phase, we analysed foreign models of disaster response management in the USA, the Kingdom of Sweden, Italy, the Swiss Confederation, and in the Austrian region, Styria. The third phase was used to build the baseline of the leadership model, based on the findings and findings of the first two phases. The final, fourth, phase offered the creation of a model of response / emergency management in the Republic of Slovenia. The consortium group has implemented a project which contained: 1) a model / system for managing disaster response for the Slovenian situation, based on unified terminology and unified functions / processes; 2) standardized job descriptions for each function, including staffing needs assessment; 3) a unified system of reporting by function / process including proposal for decision support information support; 4) interoperability of all levels of management; 5) training programs and 6) implementation of training for the concrete proposed model of disaster response management.

It presents the crisis management structure on governmental level. The structure is described in details, with explanation of tasks and responsibilities for each element within the crisis management structure. Furthermore, the book presents the normative frame for crisis management in situation of complex crisis, which was adopted based on the findings of the governmental expert/research group, led by the author of this book. The book offers instructions for various actors in different phases of crisis (e.g. planning, simulations, leadership, coordination, analysis, crisis communication, psycho-social support, post crisis analysis, etc.).
