This paper aims to analyze the development of the rule of law and its key characteristics as a principle within public governance model (PGM) research. In the study, we analyzed two main EU cultural and geographical subgroups, selected old and new EU member states, in order to identify the main convergences and differences characteristic of the respective clusters. With the accession to the European Union, these acceding countries were to transfer EU law into national law and reform their governance models accordingly. The aim of the research was achieved by following an original methodology, encompassing 431 relevant scientific papers from the Scopus database. The known QDA Miner 5.0.11 soft ware package was selected as the main tool for the analysis. The research questions were aimed at covering: (i) the role of the rule of law as one of the key governance principles in relation to the countries' historical legacy and different governance models, (ii) the relationship between the rule of law and other governance principles and (iii) opportunities for further research within the two selected geographical subgroups. The results, concerning the first research question, reveal a greater frequency of papers per year about the relevant PGM studies focusing on the old EU member states. Access to information is guaranteed in Slovenia by the Freedom of Information Act adopted in 2003, which determines a broad scope of public information, the entities that are bound by law to disclose public information, including publicly owned companies, and ensures the right to information to any interested applicant. Furthermore, the reuse of information and proactive measures are regulated and implemented by the coordinating body, that is, the Ministry of Public Administration. The proceedings are conducted in compliance with the Administrative Procedure Act. The article addresses the respective provisions implemented in the practice of public bodies, the appeal procedures of the Information Commissioner, and the case law in Slovenia. Finally, an overall assessment is given based on normative analysis, a comparative review, statistical data, case studies, and in-depth interviews. The results reveal a rather high level of transparency; however, there is still an implementation gap.

The paper has two purposes - first, to examine the importance of occupational values (those deriving from the specifics of the occupation and of the legal regulation) of particular groups of authoritative organisations' public employees and, second, to find out how the perception of the importance of those values correlates with job satisfaction. The measurement of the importance of occupational values and of job satisfaction of all employees in Slovenian authoritative public organisations was based on a comprehensive online questionnaire. First, an independent t-test and the one-way ANOVA (F) test were used to test the differences between subgroups of demographic characteristics. Second, factor analysis was used to formulate the factors of both occupational values and job satisfaction. Finally, correlation coefficients of occupational values and job satisfaction were calculated. In general, the results show the impact of demographic factors (especially gender and age) on the perceived importance of occupational values and a positive correlation of occupational values with facets of job satisfaction. The awareness of the impact of demographic factors on occupational values and their correlation with job satisfaction might be very useful when deciding on measures for improving job satisfaction and, indirectly, the performance of authoritative public organisations.

Good administration emphasises the service-mindedness of public administration and the restriction of authority. It has long been primarily understood as a legal doctrine. However, the notion of good administration has to be expanded with the concept of business excellence to incorporate specific managerial elements because satisfied civil servants better satisfy the public interest and the rights of parties. Hence, an analysis of good administration in relation to job satisfaction was conducted, with a special focus on Slovenian practices in various types of administrative agencies. First, the results show that job satisfaction is a factor of good administration and, second, that its understanding and enforcement vary according to the type of agency involved (service or authoritative). Third, there is an insufficient awareness of job satisfaction impact both on the satisfaction of parties in administrative procedures and on good administration holistically.

The aim of this article is to evaluate the impact of public sector reform on academic literature from the post-NPM perspective. There have been several investigations into post-NPM public governance models and their impact on public sector reform. Yet, the research problem faced when analysing post-NPM literature is the lack of studies examining the multitude of possible public governance models (PGM) with sufficient comprehensiveness, especially in Central and Eastern European (CEE) states. In order to effectively address the research problem, a bibliometric analysis was performed, following three objectives: (i) an investigation into the evolution of PGM literature, (ii) identification of the core publications and authors based on publication frequency, and (iii) a citation network analysis (a historiograph), indicating the relations among the most-cited publications. It involved the identification of 16,374 publications in the Web of Science database, narrowed down to the 100 most cited between 1994 and 2017, and the application of the HistCite bibliometric analysis software, covering descriptive statistics, bibliometric indicators, and historiographic citation analysis. The research results reveal a growing research interest in the topic, as supported by bibliometric indicators.
