The ERS model was upgraded introducing also long-term care insurance It provides tables of states of functional capabilities for older inhabitants in care 2017 and projections. Projections are made on the basis of data from the Health Insurance Institute for the years 2013, 2014, 2015 and 2016 on the number of people in elderly people by age, sex and the category of nursing care, data obtained from the Community of Social Institutions regarding the number of beds and the number of active applications September 2017, and the report of the IRSSV - Institute of Social Security of the Republic of Slovenia on December 31,2016. We have been invited to publish the paper at the journal A': FACILITIES. Some results are also included in the book PLANNING THE HOME AND FACILITY-BASED CARE DYNAMICS USING THE MULTIPLE DECREMENT APPROACH which is in final editing procedure [COBISS.SI-ID 292833280]. Most European Countries have not developed model ERS for LTC yet.
F.06 Development of a new product
COBISS.SI-ID: 2048442626The article is based on experience in working with the elderly and a survey conducted regarding what type of care and what kind of living conditions do the current and future care-receivers is optimal, after having significantly declined their functional capacities. Based on the research, we have found that the wishes of older residents included in the municipal home-care programs are in great contradiction with the EUROBAROMETRA report, which states that the elderly in all EU countries prefer long-term care at home. The correct answer to this question is very important for development of health and social infrastructure for all EU Member States. Since, based on EUROBAROMETER research, EU COmmissions is giving direcons regarding the development of community care and de-institutionalization of long-term care. We have found that the wishes of these elders are in great contradiction with the claims of EUROBAROMETER. It is not true that most elderly people want to be at home when they reach a state when they can no longer take care of themselves. When approaching or already reaching such a state of decline in functional capacity, they want different care, either in communities or in sheltered homes, in the worst case scenario and very rarely in institutional care in the home of the elderly. A proposal for financing a social infrastructure on the basis of community self-contribution and using the European Investment Bank's resources for the development of social infrastructure is presented. For the management of risks at the municipal level, an appropriate model has been created. On the bases of the presented model several (more than 10%) Slovenian municipalities (LAS) have expressed interest to contract Institute INRISK for their activities for development of smart retirement villages based exactly on the proposed model.
