Abstract
Valuators and experts from the field of forestry have warned that the current methodology of evaluating forested areas is not suitable. Certain problems arise when determining the height of financial compensation to those who have suffered financial losses on land with forest status. The practices that are currently in use give values that are multiples of the forest's actual value; this in term makes it impossible for the contracts to be signed. The aim of the project is to provide an overview of the pros and cons of the current methodology, suggest any possible amendments and also devise a basis for a new methodology which must include the following factors – valuation of the property, compensations, servitude, expropriation, evaluation of ecologic services... In close relation to the first part of the project is the elaboration of a starting point for evaluating the damage in forests which is caused by wild animals. Currently, damage assessment is dependent on the subjective judgment of the valuator.  When determining a methodology for evaluating wild animals damage in forests, there must be a threshold above which wild animal influence on tree stands can be considered as true damage. This methodology must be made for specific development phases and tree species or tree groups.
Significance for science
WG-1 The results of the renovation of forest valuation methodologies represented a step forward in the field of forestry economics in Slovenia. Scientific and professional publications on this topic has been in the last decade negligible. The current methodology is largely arbitrary determination of the market value of the forest, and the results often do not reflect the actual market situation. This project is an encouragement to continue the scientific and technical work on this subject. The project has opened up some of the basic questions of forest economy, which will need further treatment. In the area of ??valuation of ecosystem services, the project contributed synthesis of scientific achievements in the EU and Slovenia and demonstrate their usefulness for the further development of science in Slovenia in this field. WG-2 Scientific publications in the field of assessing damage by wild animals in the forests in Slovenia are very rare. Therefore is this project even more important, as we scientifically evaluate one of the measures of game management in the light of the occurrence of damage by wild animals in the forests. This project has contributed significantly to the synthesis and transfer of scientific knowledge from abroad, which can be upgraded for the further development of science in Slovenia in this field. In addition to a better understanding of relations between animal and plant component of the forest ecosystem, this project made a ??significant progress in terms of better understanding of the ecosystem role of ungulates in forests (one review article is in the publication process, the other is in progress).
Significance for the country
Renovation of the methodology for assessing the value of forests has a highly applicative and practical importance. It is the basis for assessing the value of forests in judicial and non-judicial procedures. At the same time there is a parallel system of assesing value of the forests, which come from the real estate branch and use international standards. System is carried out by authorized assessors of real estates. This system is due to the specifics of the evaluation of forest less suitable, therefore it is even more important that the current methodology is appropriate and timely adjusted. Valuation of ecosystem services, and integration of evaluation results in decision-making is one of the tasks of the EU Member States in line with the EU 2020. The EU has committed itself to no longer fund EU projects that cause a net loss in total economic value, therefore, the study of valuation of ecosystem services is the beginning of the tasks that Slovenia will need to do in this field with the help of the EU in the future. The document "Guidelines for the assessment of losses caused by wildlife in the forests in Slovenia" is crucial in terms of the first systematic approach to resolving conflicts between different stakeholders in a forest area in Slovenia. Guidelines will contribute to the preparation of the "Methodology for the assessment of damage caused by wild animals in the forests", which is in line with the current legislation (Law on Game and Hunting) in Slovenia and need to be prepared in the near future. The main goal of the methodology is to prepare a unified and professional-based approach to assessing the actual losses caused by wildlife in the forests. Since this task is an extremely complex issue, the integrity and completeness of these guidelines is even more important. We believe that Guidelines will bring a significant contribution to the reduction of conflicts and tensions between different stakeholders.
