Significance for science
The scientific fields involved in the present study have in the last two decades been witnessed a dramathic development, particularly due to the new satellite technologies. GNSS replaced classic measuring techniques in scientific and practical applications. Today, geodesy is the science of determining the geometry, gravity field, and rotation of the Earth and their evolution in time, which has led to the definition of the “three pillars of geodesy”, namely geokinematics, rotation, and gravity field of the Earth. These three pillars are intrinsically linked to each other and they jointly change as a consequence of dynamical processes in the Earth system as a whole.
The aim of the project is to promote activities in Slovenia to establish a new, modern geodetic infrastructure. Following the examples in the region, the new multipurpose national geoinformation infrastructure is proposed. The long-term aim is also participating in the project of the European Combined Geodetic Network (ECGN), which is a research project aimed at high accuracy geoid model determination. I this way, results of the project will participate in the European and global scientific community.
The realization of the proposed combined geodetic network of Slovenia will bring opportunities not only to incorporate various geodetic networks (terrestrial, levelling, gravimetric, and GNSS active networks) but also to connect them to the other environmental networks for monitoring and research of the Earth as a planet, its surface, interior, hydrosphere, and atmosphere, its physical, chemical, and biological properties as well as continuous dynamical processes. All this research is becoming increasingly important for emergency management. It could help to avoid (prevention) or to limit (mitigation) the adverse impacts of natural hazards and natural disasters, within the broad context of sustainable development.
Significance for the country
Monitoring of geokinematics is important in geodetic horizontal and height systems, for this is the only way to be able to assure their spatial and temporal consistency in long term. This demand is not only geodetic; it is crucial for all sciences, professions, and services dealing with the natural environment and space.
Appropriate georeferencing of spatial entities to perform spatial politics on wider area is only possible with high-quality modern national spatial reference system.
Only high-quality spatial data enable emergency management, which could help to avoid or to limit the adverse impacts of natural hazards and natural disasters, within the broad context of sustainable development.
Uniform national height reference system is particularly important for the planned project of hydroelectric power plants on the Sava river. The similar is true for the planned construction of the new road and railway infrastructure. Establishing of the fundamental multipurpose national geodetic infrastructure is from the social-economic point of view important for the many reasons; it enables/assures:
1. participation of Slovenia in the ECGN and international collaboration in global Earth gravity monitoring campaigns for modelling time-dependent changes of Earth crust;
2. high-quality coordinate reference frame for the national permanent GNSS network (SIGNAL), with the aim of their insurance against demolishion;
3. high-quality fixing of coordinates of permanent stations of the SIGNAL network to be able to offer high-quality location based services on the national level;
4. construction of national geodetic observatory at the central station of the combined geodetic network;
5. high-quality coordinate reference frame for the national terrestrial reference system, with the aim of its insurance against demolishion (i. e. insurance of the national horizontal geodetic datum);
6. high-quality replacement of the five official EUREF sites in Slovenia;
7. infrastructure for high-quality monitoring of geodynamics for horizontal components;
8. high-quality hight reference frame for the national height reference system, with the aim of its insurance against demolishion (i. e. insurance of the national height geodetic datum) – one of the sites of combined geodetic network will serve as a normal benchmark;
9. high-quality replacement of the EUVN sites in Slovenia;
10. the primary set of GNSS/levelling sites for high-quality fitting of the national (quasi)geoid modell;
11. infrastructure for high-quality monitoring of geodynamics for vertical component;
12. high-quality reference frame for the national gravimetric reference system, with the aim of its insurance against demolishion (i. e. insurance of the national gravimetric geodetic datum);
13. high-quality multipurpose callibration network with the aim of checking the quality/adequacy of measuring instruments, equipment, and survey procedures;
14. integration of the reference systems and various types of geodetic observations at the same sites, which enable synthesis and alalysis of quality of the fundamental multipurpose infrastructure at the national level.
