Abstract
The objective of the proposed research is the definition of theoretical and methodological issues and the development of computerised model for the measurement of development initiatives on the cultural heritage as a framework for the optimum urban development on national, regional and local levels.
The research results will be directly applicable to the cultural heritage impact studies as parts of environmental impact assessment, both on strategic and implementation level. In this respect, it is crucial to understand the interaction between economic and social development and cultural heritage conservation as a basis for the identification of national and regional identities as the starting point for the global competition. The research follows the objectives of the Slovenian Economic Development Strategy, the national programme for culture and could be directly applicable in the implementation of the spatial planning strategy.
With the regionalisation of Slovenia, the need for strategic development planning on regional level will gain the importance. The future regions will be confronted with the need to formulate the vision of their identity and to integrate different politics, including the cultural heritage one upon trying to develop opportunities on the European and global market.
The work programme defines steps such as: the identification and classification of different impacts on cultural heritage, description of typical situations when the measurement of impacts is needed, classification of heritage values, definition of theoretical premises of the measurement model, formulation of methods of the measurement model, the implementation of the computer supported model and preparation of guidelines for measurement of cultural heritage impacts.
