Abstract
The research programme deals with the management and informatisation of tertiary education, that encourages such a management of educational processes and organisations in which educational programmes are flexible and ensure responsiveness to the needs of the labour market. Educational organisations with appropriate management and informatisation have effect on the employability of graduates, both from the point of view of duration of employment and the quality of knowledge of graduates, which increases intellectual capital of companies, economy and society as a whole. Our research will also deal with economic and legal aspects of education and employment policies.
Significance for science
An important scientific contribution of the research program is in the field of educational management, an interdisciplinary study that is becoming more and more important. Educational management treats education from both, the point of view of modern achievements of management, administrative and organisational studies, economy and didactics, and of introducing the achievements of information technology development in education. The development of strategy and procedures of educational informatisation and organisations is another important contribution to the development of the science. In the past only the strategies and procedures of the informatisation of enterprises and other organisations were developed, whereas the processes in the field of education and educational organisations (educational, administrative and management processes and the cooperation with the environment) were not taking into consideration. The analyses and the results are indirectly and directly useful for the planning and introduction of changes in the field of education, both in educational organisations and in enterprises and other organisations, from the point of view of directing and managing and from the point of view of their informatisation. Research results are put into practice as models, so it is possible to evaluate and complete them and used them as "examples of good practice" for their future implementation. By studying the nature of the economic growth and the influence that the educational structure has on it, we contributed to the development of endogenous models of the economic growth. These models have replaced the classical procedure, which studied how the largeness of the population, i.e. the number of employees effects the economic growth, while did not consider the importance of the average level of education that is achieved by the population. This deficiency was made up thanks to our method of analysing the economic growth factor, which replaces the measurement of the production factor work with the human capital.
Significance for the country
Organisational and other aspects of management have their own structural knowledge reflecting in principles, concepts and theories that can be structured on the grounds of the planned research work. In view of new economic, business and political conditions organisational and management knowledge are crucial for the recognition of Slovenia, especially if we take into account that management in Europe, in which we are entering, has an ancient history and a longer tradition than in Slovenia, where it will have to be developed and recognized first. A model of management and educational informatisation is one of the useful and applicable solutions to the problems, which appeared in Slovenian higher education because of its characteristics and weaknesses, trends in the European higher education and changes that were made in Slovenia in this field. A formed strategy and procedure of the informatisation of educational organisations in the field of tertiary education enables a better and easier introduction of the modern information technology in all the processes of educational organisations, thus contributing to a bigger effectiveness and successfulness of educational organisations and consequently of the society as a whole. The results of the research program contribute in Slovenija to the reduction of a digital gap with the developed world as far as computer and internet literacy in general is concerned. The results of the research program especially contribute to the reduction of a digital gap in internet literacy among particular activities and regions. From the point of view of the desing and development of educational programmes the orientation towards the development of the life long learning culture is important. The aim of developing such culture is to preserve the employment of active population. As far as the microeconomic and the macroeconomic research is concerned new findings of economic legitimaties contribute to the management discipline in an appropriate way. By taking into consideration the role and the influence of educational organisations system, the question of how the growth of the human, i.e. intellectual capital contributes to the growth of the Slovenian gross domestic product has become the most important field of the microeconomic and the macroeconomic research, which includes the question of the role and the influence of education on the economic growth and permanent development of Slovenia. The research ensures the management of the Slovenian organisations proper basis for decision-making in the changeable business and economic environment. As far as law is concerned, the research results enriched the legal doctrine about the appearance and characteristics of both, contracts that regulate the legal position of management and contracts, which signing is part of the management activity. Results stimulated the development of new understandings about legal characteristics of organs that are part of different types of organisations and the relations between these organs. The results of the research about contractual relations could be applied when defining the standards for entering into a contract with managers. This could relieve the activity of societies and professional associations in this field. The strategy of developing labour market and employment in the frame of achieving the mentioned strategic goals defines that among priority measures there is also the adaptation of work and employment legal regulations. The research results of this subject from the point of view of legal bases contribute to an effective modernisation or creation of new educational programmes. Programmes in this sense could assure social partners a qualification for a social dialog.
