Abstract
The project deals with the improvement of the use of transport capacities that the infrastructure of the railway traffic subsystem enables, and it also deals with capacities of the rolling stock, considering qualitative and quantitative factors that vitally affect the actual transport capacities, with the condition of nondiminished traffic safety. Suggestions for improvement of use of technique of the railway traffic subsystem will be the basis for designing a computer program for fast determination of actual tranport possibilities.
The problem will be especially expressed for reorganization of the Slovenian railway traffic subsystem at its incorporation into the European Union and the new division of parts between the state as the owner of the railway infrastructure and the market of transport services. Then finally two markets will be established: the market of the railway transport way and the market of the railway transport services where the domestic tenderer will be joined by foreign operators. With the abolishment of monopoly in the access to the railway network, the railway traffic subsystem should become more competitive, which without improvement of the management techniques will not be feasible, since with the division the synergistic effects will be lost that have appeared from the till then common operation of the railways.
At the same time it will be necessary to abolish the contradictory interests of the companies of the infrastructure, that will mainly be subsidized, and the companies performing transport operations, led mostly by incomes and less by the traffic safety.
Improvement of the management technique will be necessary also because of temporal assignments of transport ways in order to avoid discrimination of the third parties in the access to the railway network, which the EU directives explicitly forbid. For the effective and just choice of temporal and local component of capacity assignment (on the most frequent lines and at favourable times auctions will be possible and higher prices; bottlenecks will appear; parts of lines will be poorly operated etc.) the management of the transport way will urgently require computer support based on the results of this research.
