Abstract
The project will analyze different subjects that represent basic elements of the civil service system as following: -European standards regarding legal regulation of civil service, encompassing the application in legal systems of member states and the candidate countries for the accession to the European Union. It will also determine the ways of their introduction into our legal system. - The connection between the civil service system and the legislation in different administrative areas, meaning the possibilities of implementation of the basic principles of the civil service in specific legal acts. - The basic institutions of legal regulation of the civil service system, including the system of employment (the principle of equal access to the employment in public sector, internal and external labour market), promotion system being evaluated with respect to established models in comparative systems, classification system of civil servants as well as the rules and the criteria for its formation, system of rewards and incentives including the career possibilities and the financial bonuses, the procedures for protection of rights and claims of civil servants and also the mechanisms for ensuring the quality and professionalism of civil service (disciplinary measures, other forms of supervision, etc.)
