Abstract
The research program consists of three major areas: basic metrology, applied metrology – thermometry and systems quality. The main focus in the area of basic metrology is basic research in the field of metrology in terms of symbolic representation of measurements, formal theory of measurements, information content of measurements and the introduction of new measurement techniques. Special emphasis is given to the development of new measurement principles in the area of typically »unmeasurable« phenomena. Besides measurability of the above mentioned entities, special consideration is given to the analyses of influence parameters, their interrelations, correlation effects, minimization and a consequence modelling and simulation of these processes. From metrological point of view, measurement uncertainty is considered as the essential part of all analyses. The hypotheses are proved on group transfer standards of various physical quantities as well as on primary standards when applicable. One of the important goals is to develop general procedures for the maintenance of group measurement standards with the aim of minimizing the overall cumulative uncertainty of the entire group. Related to uncertainty evaluations, traceability and other metrological parameters are thoroughly investigated.
In the area of applied metrology in physical terms, the emphasis is given to measurements related to thermometry. Main research and development activities are: establishing of various calibration methods by comparison, realising the primary temperature standard by realising ITS-90 (International Temperature Scale), setting-up new methods for radiation thermometry and developing humidity measurement procedures, applied to humidity generators, humidity chambers and humidity measurement standards. The area of measurements in the field of thermometry is subdivided to contact temperature measurements, non-contact temperature measurements, and humidity measurements. In terms of technical performances, the above mentioned activities are subdivided to calibration and testing activities. Both activities are related to the implementation of technical quality in several aspects of basic research, applied research, and especially to industrial production and various services. The last two activities are closely related to EU required conformity assessment procedures, and therefore represent a vitally important support to Slovenian industry and services.
Regarding technical quality, basic measurement processes are implemented in quality systems together with the over-all assessment of compliance with international technical standards.
