Abstract
Application-selection procedure for enrolment in the first year of high education undergraduate study and master studies in Slovenia has been in use as implemented in 1995, without any modifications and since its implementation, no comprehensive research has been done to analyse it. The project shall analyze currently valid application-selection process for enrolment and analyze the effects such selection process has on study success of accepted candidated in high education system. Valid application-selection process for the selection of candidated is more or less based on students curriculum success in high school and success at graduation and in some cases also on additional talent tests. We shall examine whether it would be more suitable to design application-selection process in the way that all of the candidate achievements and potentials would be considered. In the process, we shall also examine application-selection process in the chosen EU countries and we will consider their experiences in this field. In addition to broad and more open possibilities to access high education, the application-selection procedure needs to also contribute to achievement of academic standards and improvement of high education system quality, which is why we will also be alert to the aspect of application-selection process in the project framework. Reform of application-selection system shall also mean that a lot of state and university regulation shall needs to be changed. Application-selection process is legally regulated and it includes various parties from high education system. Special emphasise of project's legal analysis will be legal analysis of position and mutual relations of all parties involved in application-selection process. In the scope of the project, we shall also analyse the possibility to introduce carrier orientation, respectively counselling in the process, as the choice of right study is also important for candidate success at university and later in the work market.
Project group is composed of research organizations from three Slovenian Universities (University of Ljubljana, University of Maribor and University of Primorska). Reform of application-selection process demands the inclusion of all three public universities, as only in this manner the area in question can be studied holistically and unified. Suggestions of propositions of different models of application-election process for enrolment in undergraduate study programs in Slovenia, will present the end result of the project. These suggestions will also present knowledge basis for application-election process in Slovenia.
Significance for science
Universities are the central area of development of new knowledge with research and education, which is why the universities need to escort, plan and change their research and artistic activity based on scientistic - research realizations. Students and diplomats of high education are developing in new generations of researches, of high education teachers, employees in various other expert and scientific areas. This is why research approach is extremely important for long-term development of science, individuals and society as a whole, when determining factors, which influence on the development of the students.
Due to their past scientific research activities, Members of the project group are already well established in broader research area of various aspect of the quality of high education system. We expect that the results of the project, which shall be based on precise research works, shall undoubtable contribute to the development of science, as we expect that the results of the research shall be published in quality scientific magazines and shall achieve large number of quotes. Research approach is designed on credible primary and secondary data sources, quantitative and quality ones, applied together with the use of suitable methodological instrumentation, which also assures credible research results. Methodological instruments shall use multidimensionality between individual aspect respectively variables of equality and involvement in high education, which are related with the quality of high education, which is also in itself multidimensional.
Significance for the development of discipline lie especially in the fact that the result of the project shall be presented to applicable experts on experts’ gatherings, conferences, on NAKVIS consultation and on international accredited gathering in the area of evaluation of quality in high education system, in which the members of the project group are connected to with their work.
Significance for the country
The results of our research will be important for economy. We expect that the results of our research conclusions will be considered in national strategic document in the area of education and training. We also expect, that the results of our research, which shall also be submitted in the manner of concrete measure for assessment, forming and execution of different models of application-executive process or enrolment to undergraduate study programs in Slovenia, shall be important for people preparing and people deciding about regulatory basis and measures in the area of high education system .The results of the project shall ensure argumented (evidence based) suggestions for the designers of regional policy in the area of high education school system in Slovenia.
In our research we shall analyse how different kind of enrolment conditions contribute to more open access possibility to higher education and how they encourage the mobility of students in Europe, which is important for the rise of competitive advantages of diplomats within the market place in Slovenia and broader area.
We expect that our research achievements shall contribute to improvement of the quality of higher education system, in the manner of enhancement of more suitable competence and education structure of employees in different areas of social activity.
